Bounced checks and enforcement

This is an interesting one, in Wetzel county certain venues reportedly won't get support from law enforcement officials if patrons bounce a check.

It seems to me that there is some sort of moral tone being taken here that bouncing a check is not so bad in one place compared to another. Now I personally don't like the venues that are being targeted, but who will they chose next? There is a large list of places that someone could take offence to and so selectively enforce the law.

I don't like it! At best it is mucking about with the effects of a systematic problem.
