bad checks lost

DA office probably lost bad checks - local business doesn't bother to
hand them in.

Handling bad checks personally can get results. But will it stop the problem in
the future?

Compared to a credit card, where is the problem. I guess because for a credit
card the bad debts go to one large central company and not to small businesses.
